She was born on June 19, 1963, as Laura Anne Ingraham, the daughter of James Frederick Ingraham III and his wife Anne Caroline Kozak in Glastonbury, Connecticut, USA. In parallel, she began pursuing her Juris Doctor degree at the University of Virginia School of Law. After earning her doctorate in 1991, she worked as a legal secretary for Judge Ralph K. Winter, Jr. at the U.S. Court of Appeals for the Second Circuit in New York. She then worked as a clerk for Clarence Thomas at the United States Supreme Court.
